TANGANYIKA: FIRST MEETING OF THE PROVINCIAL CONSULTATIVE FRAMEWORK FOR PEACE AND SUPPORT TO THE P-DDRCS (CCPAP)

The first meeting of the Provincial Consultative Framework for Peace and Support to the National Program for Disarmament, Demobilization, Community Recovery, and Stabilization (P-DDRCS) was held on Monday, October 6, 2025, at the Victoria Palace Hotel in Kalemie, Tanganyika Province. The session marked a significant milestone in strengthening coordination and harmonizing approaches for peacebuilding and stabilization efforts in the Democratic Republic of the Congo.

The meeting was officially opened by Mr. Johnson Kasongo Salumu, Provincial Minister of Interior, representing Governor Christian Kitungwa Muteba. It brought together the National Coordinator of the P-DDRCS, Professor Jean de Dieu Désiré Ntanga Ntita, PhD, the Provincial Focal Point of the Program, Mr. Trésor Ngabo, and several representatives from government institutions, the security sector, civil society organizations, and technical and financial partners.
The CCPAP serves as an inclusive platform for dialogue, coordination, and accountability. It was established by the National Coordination of the P-DDRCS to ensure effective collaboration among stakeholders and to promote a coherent and locally owned approach to peacebuilding and stabilization. The framework aims to improve the security environment, strengthen local governance, and optimize the management of resources mobilized in support of the DDRCS process.
In his opening remarks, HE Minister Kasongo underscored the importance of the CCPAP as a unifying mechanism for all forces within the community committed to peace and reconstruction.
“This framework belongs to us all. Today, by holding this first meeting, we are laying the foundation for collective ownership and joint action. It demonstrates our shared commitment to an inclusive and coordinated approach to tackling the security and development challenges our province faces,” he stated.

For his part, Professor Jean de Dieu Désiré Ntanga Ntita, National Coordinator of the P-DDRCS, reaffirmed that the implementation of the CCPAP aligns with the vision of the President of the Republic, His Excellency Félix-Antoine Tshisekedi Tshilombo, to achieve lasting peace, reinforce national cohesion, and bring an end to recurring cycles of violence and instability. He emphasized that the CCPAP is a consultative and participatory platform that brings together representatives of the State, local communities, and partners to share information, monitor progress, and ensure collective accountability in implementing the DDRCS at the provincial level.

Professor Ntanga Ntita also highlighted the tangible progress achieved in Tanganyika Province, noting the demobilization of more than 650 ex-combatants in the territories of Kalemie and Nyunzu. These achievements, he said, are contributing significantly to restoring peace and reducing armed group activity in areas once severely affected by conflict.

Participants commended the National Coordination for revitalizing the P-DDRCS in Tanganyika and for the successful organization of this first CCPAP session, which showcased both national and provincial progress. They unanimously reaffirmed their commitment to the President’s vision of building a peaceful and stable Democratic Republic of the Congo, anchored in national ownership, local participation, and community resilience.

The convening of the first CCPAP meeting in Tanganyika marks an important step toward localized ownership of the DDRCS process. It symbolizes the Government’s determination to promote sustainable peace and community-led recovery, driven by inclusive participation, institutional coordination, and shared responsibility. The P-DDRCS continues to stand as a strategic national instrument for stabilization, reconciliation, and development — advancing President Tshisekedi’s vision of a peace built by Congolese, for Congolese, and within Congolese communities.
