P-DDRCS RESTRUCTURING MISSION: NATIONAL COORDINATION DEPLOYS A SUPPORT TEAM TO SOUTH KIVU

Uvira, September 17, 2025 — As part of a broader internal restructuring initiative, a delegation from the National Coordination of the Disarmament, Demobilization, Community Reintegration and Stabilization Program (P-DDRCS) arrived in Uvira, the temporary capital of South Kivu Province, on Thursday, September 18, 2025. The mission is led by Mr. Jean Paul COKOLA, Head of Human Resources at the P-DDRCS, and aims to strengthen the administrative, contractual, and operational management of staff within the provincial coordination units.

Upon their arrival, the delegation was formally received by Mr. AKILIMALI ZAGABE Odifax, Acting Provincial Coordinator of the P-DDRCS in South Kivu, along with Ms. Chantal MAKAMBA, Deputy Provincial Coordinator responsible for administrative and financial affairs. Respecting institutional protocol, the team paid an official courtesy visit to His Excellency Professor Jean Jacques PURUSI SADIKI, Governor of South Kivu Province. They later held a working meeting with Mr. KIFARA KAPENDA Kiky, Acting Mayor of Uvira, who reiterated his full support for the program and called for a revitalization of P-DDRCS activities in his jurisdiction.

On Friday, September 19, the mission formally launched the physical and administrative verification process. The delegation is tasked with updating the personnel database, collecting key strategic information to inform the program’s planning processes, and verifying employment data to prepare accurate and timely salary disbursements. In addition to this technical work, the team is also focused on reinforcing internal administrative mechanisms to improve the overall governance of human resources within the provincial structure.
During the opening session, a representative of the Uvira staff raised critical concerns, particularly the longstanding issue of salary arrears, which have not been paid since 2022. This situation continues to affect the morale and stability of personnel, especially those working in the field. In response, Mr. AKILIMALI emphasized the urgent need to institutionalize the personnel at the provincial level through a formal integration process. He reaffirmed that effective mechanization remains essential for ensuring a durable and dignified solution for staff.

This mission underscores the commitment of the P-DDRCS leadership to professionalize its workforce, improve operational accountability, and realign field operations with the national strategy. It also reflects the Program’s broader vision of building a credible and sustainable institutional framework that supports lasting peace, community reintegration, and national stabilization efforts in the Democratic Republic of Congo.
