BENI: TOWARDS COMMUNITY REINTEGRATION OF P-DDRCS BENEFICIARIES THROUGH THE OFFICIAL LAUNCH OF LABOUR-INTENSIVE WORKS (HIMO)

On Wednesday, November 5, 2025, the Provincial Coordination of the National Programme for Disarmament, Demobilization, Community Recovery and Stabilization (P-DDRCS) in North Kivu officially launched the Labour-Intensive Public Works (HIMO) initiative in the city of Beni.
A total of 578 beneficiaries—including ex-combatants and community members, with 296 women among them—will participate in this 50-day programme, designed to promote local recovery through job creation and infrastructure development.
The project is implemented by member organizations of the RESET consortium: Mercy Corps, IOM, SOFEPADI, and CORACON, and is funded by the UK Foreign, Commonwealth and Development Office (FCDO).
The main objectives of RESET through this HIMO initiative in Beni are to strengthen community resilience in the face of conflict, rebuild trust between the state and society, and ensure accountability and inclusive governance at the local level.

Speaking at the launch, the Acting Provincial Coordinator of P-DDRCS North Kivu, Mr. Joseph Sukisa Ndayambaje, emphasized that this reinsertion phase will be followed by a socio-economic reintegration stage. Beneficiaries will receive vocational and skills-based training to support their transition toward long-term autonomy and self-reliance.
He paid tribute to the National Coordinator of P-DDRCS, Professor Jean de Dieu Désiré NTANGA NTITA, for his unwavering commitment to the realization of the vision of the President of the Democratic Republic of Congo, H.E. Félix Antoine Tshisekedi Tshilombo, who initiated this ambitious and strategic programme for the pacification and stabilization of the DRC.

Representing the Provincial Governor, North Kivu’s Vice-Governor, Commissioner General Louis Second Karawa, welcomed the support of technical and financial partners assisting the DRC in its peacebuilding process. He urged beneficiaries to embrace this opportunity as a new path toward personal and community rebuilding.

He then symbolically launched the HIMO works by breaking ground with a ceremonial hoe on one of nine road segments spanning more than 90 kilometers. These include sections of National Road No. 4, connecting Mambango and Mukulia neighborhoods in the Bungulu commune of Beni city.
The event took place in a lively and hopeful atmosphere, marked by expressions of appreciation from the beneficiaries and members of the local community in attendance.
