KASAI PROVINCE COMMITS TO STABILIZATION: TOWARD THE INSTALLATION OF A P-DDRCS PROVINCIAL OFFICE

Kinshasa, November 10, 2025 — Amid persistent community tensions and localized security challenges, the Kasai Province is taking a strategic step toward lasting peace. A high-level meeting was held this Monday at the Headquarters of the National Program for Disarmament, Demobilization, Community Reintegration and Stabilization (P-DDRCS) in Kinshasa between the National Coordinator, Professor Jean de Dieu Désiré Ntanga Ntita, and the Governor of Kasai, Maître Crispain Mukendi.

The purpose of the meeting was clear: to lay the groundwork for the deployment of a provincial office of the P-DDRCS through the launch of the Provincial Dialogue Framework for Program Ownership (CCPAP)-a participatory mechanism designed to locally anchor peace and stabilization operations.

A Clear Political Commitment

Professor Ntanga Ntita reiterated that the P-DDRCS, established by Presidential Ordinance No. 21/038 of July 4, 2021, is the sole national structure mandated to lead disarmament, demobilization, community recovery, and stabilization operations across the country. He presented the national strategy of the Program, aligned with the vision of the Head of State, His Excellency Félix-Antoine Tshisekedi Tshilombo, and emphasized the central role that provincial authorities must play in the ownership and implementation of the process.

The coordinator stressed the importance of a precise mapping of active armed groups in the province—an essential prerequisite for any intervention—and reaffirmed that the P-DDRCS operates in support of local authorities, never in substitution.

A Security Emergency in Kasai

Governor Mukendi expressed his full support for the Program’s installation in his province, citing a concerning security situation in several territories, notably Luebo, Tshikapa, and Ilebo. He reported recent community clashes that resulted in 25 deaths and condemned the actions of local militias, some of which perpetuate violent practices such as the so-called “Tshota” phenomenon, involving the desecration of traditional authority symbols.

While acknowledging the efforts of FONAREV in community reparations, the Governor called for strengthened support from the P-DDRCS in the area of security and stabilization. He committed to providing a detailed mapping of militias and ensuring the inclusion of local experts in the future provincial team—an essential condition for sustainable ownership of the Program.

Toward Coordinated Deployment

The meeting concluded with a shared vision: a joint preparatory mission will be organized in the coming days to pave the way for the effective deployment of the P-DDRCS in Kasai. The launch of a pilot CCPAP, under the direct supervision of the Governor, will mark the beginning of a new phase of inclusive coordination among technical, security, and community services.

Professor Ntanga Ntita praised the Governor’s commitment and reaffirmed that the success of the Program depends on loyal synergy between national and provincial institutions. Kasai is thus poised to join the pioneering provinces in territorial implementation of the P-DDRCS, within a dynamic of rooted peace and sovereign reconstruction.
