DR CONGO LAUNCHES STRATEGIC PARTNERSHIP COORDINATION FRAMEWORK TO ADVANCE NATIONAL PEACE AGENDA

Kinshasa, November 13, 2025 — The Democratic Republic of Congo has taken a decisive step in strengthening its national peace architecture with the official launch of the Partnership Coordination Framework (CCP) under the National Program for Disarmament, Demobilization, Community Recovery and Stabilization (P-DDRCS). The inaugural meeting, held at Béatrice Hotel in Kinshasa, brought together key stakeholders including government institutions, technical and financial partners, UN agencies, civil society, and implementation actors.

The CCP is designed to ensure coordinated, effective, and sustainable action in support of peace and stabilization efforts across the country. It is anchored in Presidential Ordinance No. 21/038 of July 4, 2021, and operationalized through the National Strategy of the P-DDRCS, which positions the program as a sovereign, interinstitutional mechanism under the direct authority of the Head of State.

In his opening remarks, Professor Jean de Dieu Désiré Ntanga Ntita, National Coordinator of the P-DDRCS, paid tribute to President Félix Antoine Tshisekedi Tshilombo for his unwavering support and strategic leadership. “Through this framework, we affirm our commitment to building a nationally led governance model, co-constructed with all actors engaged in peace,” he stated.

The meeting featured presentations by Marie-Chantal Lumba Tshimanga, Deputy National Coordinator for Technical and Operational Affairs, who highlighted the program’s achievements and its expansion plans into ten additional provinces. William Balika Lwamushi, Deputy National Coordinator for Administrative and Financial Affairs, outlined the CCP’s guiding principles: subsidiarity, transparency, community engagement, and territorial anchoring.

The CCP is now recognized as a formal platform for dialogue, supervision, and mutual accountability, aimed at aligning strategies, avoiding duplication, and amplifying impact. It reflects a growing national ownership and a renewed commitment to partner alignment, in line with the President’s vision for durable peace and inclusive recovery.
