THE RABAT DECLARATION AND THE DAKHLA PROTOCOL : HISTORIC MILESTONES FOR THE INTERNATIONAL STANDING OF THE P DDRCS

Under the visionary leadership of the President of the Republic, His Excellency Félix Antoine Tshisekedi Tshilombo, the Democratic Republic of Congo has reached a historic milestone in consolidating peace and protecting children associated with armed forces and groups (CAAFAG). Led by the National Coordinator of the Disarmament, Demobilization, Community Recovery and Stabilization Program (P DDRCS), Professor Jean de Dieu Désiré Ntanga Ntita, the official mission to the Kingdom of Morocco from November 20 to 23, 2025, underscored the institutional prominence of the P DDRCS on both the African and international stage.
At the heart of this mission, the participation of the P DDRCS in the African Ministerial Conference on DDR for child soldiers in Rabat reaffirmed the credibility of the program as a central actor in the fight against child recruitment. The adoption of the Rabat Declaration, now recognized as a continental and global reference text, together with the signing of the Protocol of Agreement with CIRPES in Dakhla, strengthened the visibility of the P DDRCS by establishing a sustainable framework for scientific, academic, and operational cooperation. These instruments reflect the DRC’s determination to combine patriotism with diplomacy, while safeguarding national sovereignty.
This mission illustrates the P DDRCS’s ability to translate international commitments into concrete actions, to mobilize scientific and financial partnerships, and to amplify the voice of the DRC in international forums. It stands as a testament to the visionary leadership of the Head of State and positions the DRC as a continental model in child protection and community stabilization. The international recognition of the P DDRCS confirms that the Democratic Republic of Congo is now an indispensable actor in building lasting peace in Africa
