MANIEMA: CONFERENCE ON THE PRESENTATION OF THE NATIONAL STRATEGY OF P DDRCS AND THE REVITALIZATION OF CCPAP MANIEMA

The National Coordinator of the Disarmament, Demobilization, Community Recovery and Stabilization Program (P DDRCS), Professor Jean de Dieu NTANGA NTITA, made his first official visit to Kindu since his appointment in December 2024. His presence marked the beginning of a new phase to revitalize the program in Maniema Province. Without pause, he delivered a conference on the national strategy of the P DDRCS and the revitalization of the Maniema CCPAP on Friday, 28 November 2025.

During the conference, the coordinator presented the national strategy of the Program: its five pillars, its new civil based DDR approach, guiding principles, the paradigm shift driven by strong political will, and the integration of cross-cutting themes such as transitional justice, gender, child protection, human rights, and environmental concerns. Emphasis was placed on the Provincial Framework for Peace and Support to P DDRCS (CCPAP), presented by Deputy Principal Assistant Dr. Jean Pierre KALOMBO. This structure mobilizes community actors and partners to raise awareness among populations and armed groups, while serving as a platform for advocacy and resource mobilization. It operates through the trilogy of State–Communities–Partners to ensure effective implementation of the Program in the province.

The CCPAP’s objective is to support the P DDRCS in improving security conditions, fostering community recovery, and promoting economic development through dialogue among stakeholders and community forces. According to the national strategy, its composition, functioning, and themes are defined by the internal regulations of the P DDRCS. This strategic mechanism embodies the political will of His Excellency Félix Antoine TSHISEKEDI TSHILOMBO to restore State authority in post conflict zones, guarantee dignified and sustainable reintegration of ex combatants, and build peace rooted in communities.

The Governor of Maniema Province, Mr. MUSSA KABWANKUBI, who presides over the CCPAP, opened the event and confirmed the membership of its components, including the Provincial Coordinator of P DDRCS as Executive Secretary, civil society as Rapporteur, and representatives of all vital community forces. Expressing gratitude for the revitalization of the Program, the Governor pledged his full support and called on all sectors of society to embrace the initiative of the Head of State, President of the P DDRCS Steering Committee.

The conference gathered provincial deputies, members of the provincial security council, traditional chiefs, and representatives of community forces. The installation of the CCPAP in Kindu by Professor Jean de Dieu Désiré NTANGA NTITA, PhD, marks a break with fragmented practices of the past and reaffirms the central role of the P DDRCS as the sole national authority for DDR coordination, in line with Presidential Ordinance No. 21/038 of 4 July 2021. The Program is no longer merely present; it asserts itself, takes root, and acts. Engaged in territories and communities, the P DDRCS embodies a republican vision of stabilization based on local ownership, endogenous resource mobilization, and the restoration of the bond between the State and its citizens.

The National Coordinator concluded with a clear message: “Peace begins here, with you, and together we will build a stable and prosperous future.”
