ITURI: MONITORING THE IMPLEMENTATION OF THE KATOTO AGROPASTORAL PROJECT BY THE P-DDRCS TO STRENGTHEN EX COMBATANT REINTEGRATION

The Djugu Antenna of the National Programme for Disarmament, Demobilization, Community Recovery and Stabilization (P DDRCS) conducted a monitoring mission on Tuesday, 3 December 2025, to assess progress in the Katoto agropastoral project and surrounding areas. The mission focused on three key components: the fight against foot and mouth disease, community organization, and support to collective agricultural fields.

The first phase of the mission involved the vaccination of cattle in the Katoto area, under the supervision of the FOMAP veterinary doctor, a key partner of the P DDRCS in the livestock component. This operation aims to eradicate the foot and mouth disease outbreak reported in September in this locality, where the agropastoral project is being implemented for self defense ex combatants and members of the host communities.

According to the veterinary team, a second vaccination phase is scheduled in six months, despite a few cases of the disease still observed during the monitoring period.

The mission also included a meeting with the provisional members of the local management committee of the agropastoral project. The objective of this session was to revitalize the committee’s operations by clarifying the roles and responsibilities assigned to each member. Following the discussions, an 11 member committee was formally established. It is chaired by the Chief of the Luvangire groupement and includes six representatives of the local communities and four delegates from the ex-combatant beneficiaries.

Finally, the Head of the P DDRCS Djugu Antenna, Honoré Kakwa Cherman, supervised the plowing of the project’s second community field, estimated at five hectares. The progress made on this second field marks an important step toward strengthening the socio-economic autonomy of ex combatants and consolidating community cohesion through productive, shared activities.
