BENI & LUBERO: BIOMETRIC IDENTIFICATION, VERIFICATION AND ORIENTATION OPERATIONS CONTINUE WITH REMARKABLE FEMALE PARTICIPATION

The biometric identification, verification, and orientation (IVO) operations launched on 27 November 2025 in the territories of Beni and Lubero are progressing smoothly. They have recorded a remarkable level of female participation, symbolizing a decisive turning point in the gender dynamics promoted by the Disarmament, Demobilization, Community Recovery and Stabilization Programme (P‑DDRCS). Since the start of these operations, conducted by the North Kivu Provincial Coordination with technical support from experts of the National Coordination, 26 female ex‑combatants have already received their biometric demobilization cards, confirming their firm commitment to permanently abandon armed life. Notably, several women voluntarily presented themselves during the operations, reflecting growing confidence in the mechanisms established by the P‑DDRCS.
Some beneficiaries, accompanied by their children, expressed deep gratitude to the President of the Republic, His Excellency Félix TSHISEKEDI TSHILOMBO, for initiating the P‑DDRCS, which now provides them with a recognized civil identity. They welcomed the issuance of these cards, which will allow them to move freely, engage in economic activities, and live without stigma, as full citizens. Determined to rebuild their future, they declared their readiness to participate in High‑Intensity Labor (HIMO) projects and vocational training in various fields — strategic steps for their reintegration and socio‑economic autonomy.

Respectful of gender values and principles, the P‑DDRCS grants women the same priority as men, ensuring equal access to rights, opportunities, and reintegration mechanisms. This inclusive approach strengthens the role of women in community stabilization. The determination of the National Coordinator, Professor Jean de Dieu Désiré NTANGA NTITA, deserves recognition, as his leadership ensures exemplary implementation of operations, particularly in Beni and Lubero.

At the provincial level, under the leadership of Acting Coordinator Mr. NDAYAMBAJE SUKISA Joseph, the operations are conducted with rigor and efficiency. Military equipment voluntarily surrendered continues to be transferred to the Armed Forces of the Democratic Republic of Congo (FARDC) through the T2 service of the SOKOLA 1 operational sector, in line with established security procedures.
The momentum observed in Beni and Lubero, driven by the voluntary engagement of women, faithfully reflects the vision of the Head of State: a community‑based, inclusive, sustainable, and gender‑sensitive DDR process, carrying hope for lasting stabilization in the region.
