BUTEMBO: ESTABLISHMENT OF THE PEACE CONSULTATION FRAMEWORK IN SUPPORT OF THE DDRCS PROGRAMME

Butembo, December 2025 – As part of efforts to strengthen the community anchoring of the Disarmament, Demobilization, Community Recovery and Stabilization Programme (P-DDRCS), the Peace Consultation Framework in Support of the Programme was officially established on Tuesday, 30 December 2025, in Butembo, North Kivu Province.
The installation ceremony took place during a workshop dedicated to the dissemination of the National P-DDRCS Strategy, held at the Joli Rêve Reception Centre in Butembo. The activity brought together around fifty participants drawn from civil society organizations, women’s groups, partner NGOs and local authorities.

At the conclusion of the workshop, twenty-five (25) participants were selected and formally accredited to animate the Peace Consultation Framework. Conceived as an inclusive platform for dialogue, consultation and synergy, the Framework aims to support the effective implementation of P-DDRCS actions. Its members represent diverse social backgrounds, reflecting the inclusive and participatory approach promoted by the Programme.
The primary objective of the Framework is to support the P-DDRCS in improving the security environment, advancing community recovery, and promoting socio-economic development. It also seeks to strengthen collaboration among programme stakeholders, provincial key actors and local communities through a participatory and coordinated dynamic.

The installed members are organized around priority thematic areas, including conflict resolution and social cohesion; restoration of State authority and security; community recovery and reintegration; stabilization; socio-economic development; as well as communication and awareness-raising.
The installation ceremony was marked by the official signing of the installation report, in the presence of the representative of the Mayor of Butembo and the Head of the P-DDRCS Territorial Office in Lubero, Mr. KATEMBO MASINDA Eric. Several addresses were delivered, highlighting the central role of the Peace Consultation Framework in consolidating peace and fostering sustainable stabilization in the region.

The proceedings concluded with a question-and-answer session, followed by suggestions and recommendations expressed by participants, demonstrating their strong commitment to actively support the implementation of the P-DDRCS for the benefit of local communities.
On this occasion, participants commended the personal engagement of Professor Jean de Dieu Désiré NTANGA NTITA, National Coordinator of the P-DDRCS, whose vision and leadership are effectively conveyed at the provincial level by Mr. NDAYAMBAJE SUKISA Joseph, Acting Provincial Coordinator.
The P-DDRCS is fully aligned with the enlightened vision of the Head of State, His Excellency Félix Antoine TSHISEKEDI TSHILOMBO, who is committed to establishing lasting peace, restoring State authority, and promoting community recovery and socio-economic development in conflict-affected areas.
Through this initiative, the P-DDRCS reaffirms its determination to place communities at the heart of peacebuilding, recovery and development processes, in line with the vision of the Head of State and the legitimate aspirations of the people of North Kivu.
