DRC: STRATEGIC DIALOGUE BETWEEN P-DDRCS AND RESET PROGRAM STRENGTHENS NATIONAL OWNERSHIP AND COORDINATION

Kinshasa, 30 april 2025 — The National Coordinator of the Disarmament, Demobilisation, Community Recovery and Stabilisation Programme (P-DDRCS), Professor Jean de Dieu Désiré Ntanga Ntita, met with Mr Francis Albert Kamguem, Programme Director of RESET, following the official launch of the RESET Project in Beni and the inaugural meeting of its Steering Committee.
The meeting reaffirmed the shared commitment to ensuring that RESET interventions align with the operational and geographic priorities defined in the National Strategy of the P-DDRCS. Professor Ntanga emphasised the critical importance of harmonising partner support with national planning frameworks, in full respect of Presidential Ordinance No. 21/038, which mandates the P-DDRCS as the sole coordinating authority for all DDRCS-related actions in the DRC.
Discussions focused on strengthening institutional support for the P-DDRCS, ensuring robust national and local ownership, and embedding community participation as a cornerstone of sustainability. Both parties acknowledged the vital role of inclusive governance structures—anchored by the leadership of the P-DDRCS—in achieving durable reintegration outcomes in conflict-affected areas.
Mr Kamguem welcomed the strategic guidance provided by the P-DDRCS and reaffirmed RESET’s commitment to reinforcing coordination, enhancing institutional capacities, and co-delivering results with national and community stakeholders.
The RESET project is a timely intervention in North Kivu, where the need for structured, coordinated, and community-sensitive reintegration efforts remains urgent. With the operational framework now in place, both parties agreed to accelerate joint planning and ensure that implementation fully reflects the spirit of national leadership, inclusivity, and sustainability.
