KINSHASA: AHEAD OF THE DISARMAMENT AND DEMOBILIZATION OF MOBONDO MILITIAS, P‑DDRCS TRAINS STAKEHOLDERS FOR OPERATIONS

Kinshasa, November 22, 2025. The Disarmament, Demobilization, Community Recovery and Stabilization Program (P‑DDRCS) officially launched on Saturday the training of identifiers, orientation officers, data entry operators, sensitizers, and weapons control and verification experts in the rural commune of Maluku, Kinshasa. This activity serves as a preparatory step for the upcoming disarmament and demobilization operations targeting Mobondo militias active in this area affected by the TEKE‑YAKA conflict.

The training was inaugurated by Benjamin Ngafani, Administrative Coordinator at the Provincial Ministry of Public Security, representing the Governor of Kinshasa, Daniel Bumba Lubaki. He was joined by Marie‑Chantal Lumba Tshimanga, Deputy National Coordinator of P‑DDRCS in charge of technical and operational matters, along with several political and military authorities.

In his remarks, the representative of the provincial authority commended the P‑DDRCS initiative, describing it as a responsible step toward restoring peace and stability. He reiterated the institutional commitment of provincial authorities to support the success of these operations, emphasizing that “this operation is a collective commitment to securing communities.”

For her part, Deputy National Coordinator Marie‑Chantal Lumba Tshimanga stressed that this stage, while technical, is above all human, security‑oriented, and strategic. She underlined that the disarmament and demobilization of Mobondo militias, scheduled to begin in December, represent:

  • A security imperative, essential for stabilizing Kinshasa and its surroundings.
  • A political commitment, aligned with the directives of His Excellency Félix‑Antoine Tshisekedi Tshilombo, President of the Republic and Chair of the P‑DDRCS Steering Committee.
  • An institutional duty, jointly carried out by P‑DDRCS, the FARDC, and provincial authorities, and an act of restoring human dignity.

She reminded participants that behind every disarmed and demobilized individual lies a citizen to be reoriented toward active civic life and transformed into a development actor within their reintegration community.

The Deputy Coordinator reaffirmed that the P‑DDRCS is a resolutely community‑based program, founded on the principle: “with the community, for the community, by the community, and within the community.” Sustainable peace, she emphasized, can only be achieved if it is accepted, embraced, and reinforced by local populations themselves.

These training sessions aim to strengthen the capacities of local teams through methodological support provided by P‑DDRCS experts, ensuring rigor and effectiveness in the forthcoming operations.
