Your Excellency,
President of the Republic, Head of State,
Chair of the Steering Committee of the P-DDRCS,
President-in-Office of the International Conference on the Great Lakes Region (ICGLR),
Champion of Positive Masculinity,
I have the distinguished honor, on behalf of the National Program for Disarmament, Demobilization, Community Recovery and Stabilization (P-DDRCS), to extend to you my republican congratulations on your accession to the mandate of President-in-Office of the ICGLR.
This responsibility, entrusted to you by your fellow Heads of State, is a testament to the recognition of your visionary leadership, your unwavering commitment to peace, and your steadfast dedication to the sustainable stability of our country and the entire region. It honors the Democratic Republic of Congo and reinforces its central role in collective efforts for security, cooperation, and development.
The ICGLR mandate, focused on conflict prevention, the fight against armed groups, peace consolidation, and regional cooperation, aligns seamlessly with your national vision of sovereignty and recovery, embodied notably in Presidential Ordinance No. 21/038, which established the P-DDRCS, and in the National Strategy you endorsed in April 2022.
Your inaugural address as President-in-Office of the ICGLR, reaffirming the principles of sovereignty, territorial integrity, non-aggression, and the rejection of any support to armed groups, further strengthens our roadmap and clarifies regional priorities. It serves as a strategic compass for all peace and stabilization mechanisms you have initiated.
As National Coordinator of the P-DDRCS, I reiterate the total and loyal commitment of the Program to align with your vision for peace consolidation, national cohesion, community protection, and sustainable stabilization. Through disarmament, demobilization, the fight against armed group financing, recovery, and community reintegration, the P-DDRCS will remain the strategic instrument you envisioned, ready to support the priorities you have now defined for the Great Lakes region.
The Program stands fully available to support, within the scope of its mandate, the implementation of your directives in matters of peace, DDR, stabilization, community development, and regional security. Our actions will contribute, with loyalty, rigor, and efficiency, to strengthening subregional stability and the cooperation you so eloquently advocate.
