DR CONGO STRENGTHENS STABILIZATION GOVERNANCE IN SOUTH KIVU – P-DDRCS ASSERTS NATIONAL LEADERSHIP IN UVIRA

Uvira, November 13, 2025 — The Democratic Republic of Congo continues to consolidate its national peace architecture through enhanced territorial coordination. The sixth meeting of the Stabilization Actors Coordination Group under the National Program for Disarmament, Demobilization, Community Recovery and Stabilization (P-DDRCS) was held this Thursday in Uvira, at the South Kivu Provincial Office.
This meeting falls under the implementation of Article 3 of Presidential Ordinance No. 21/038 of July 4, 2021, which grants the P-DDRCS exclusive authority to coordinate multisectoral stabilization interventions at the national, provincial, territorial, and community levels. It reflects the country’s commitment to national ownership of the DDRCS process and the Congolese State’s determination to lead post-conflict recovery efforts with rigor and transparency, under the leadership of President Félix Antoine Tshisekedi Tshilombo, President of the Republic and Chair of the P-DDRCS Steering Committee.

Mr. Odifax Akilimali, Acting Provincial Coordinator of the P-DDRCS South Kivu, emphasized that the framework is designed to align partner interventions with the National Strategy and the Provincial Operational Plan, ensuring coherence and impact on the ground. Participants from humanitarian agencies, NGOs, technical services, and local authorities welcomed the initiative and recommended updating coordination tools, including adapting the terms of reference to the evolving security context.
They also called for stronger support from political and security authorities to ensure access to intervention zones and deliver humanitarian assistance to vulnerable populations.
This meeting coincides with the recent establishment of the Partnership Coordination Framework (CCP) at the national level by Professor Jean de Dieu Désiré Ntanga Ntita, National Coordinator of the P-DDRCS. This strategic mechanism is designed to ensure better partner alignment, foster inclusive and permanent dialogue, and promote shared governance around the program’s priorities.
Held on the last Thursday of each month, these coordination meetings demonstrate the P-DDRCS’s commitment to territorialized, participatory governance, in line with international stabilization standards. They underscore the national leadership in crisis management and partner coordination, while reinforcing accountability and visibility of field actions.
Through this dynamic, South Kivu emerges as a territorial laboratory for the Congolese peace strategy, where the State, partners, and communities work together to sustainably rebuild conflict-affected areas.
